Land surveying companies - economical returns of the National Cadastre and Land Book Program

Abstract

2015 marked the year in which the National Cadastral and Land Book Program was started – an ambitious program, aiming to carry out detailed cadastral surveys across 2.6 million hectares of land by the year 2023. Before the program, the professional authority had not carried out a thorough preliminary study, so I’ve had doubts from the start regarding whether the local land surveyor companies had the capacity to carry out detailed surveys of such a large area within the span of 9 years.

            My survey showed that the capacity would have been there, the planned schedule could have been followed if the program’s management would have appropriately prepared public procurements, would have made a realistic estimate of prices, and would have simplified procedures and prepared county government offices for handovers. However, bad management resulted in only realising 5.8% of the planned schedule, while land surveyor companies were forced to search for other sources of income.

2015-ben indult útjára Romániában az Országos Kataszteri és Telekkönyvi Program - egy ambiciózus program, amely 2023-ig 2,6 millió hektár részletes kataszteri felmérését célozta meg. A program előtt a szakmai főhatóság nem készített alapos előtanulmány, ezért már az indulásnál kételkedtem abban, hogy a helyi földmérő cégeknek kapacitása van ekkora terület részletes felmérésére 9 év alatt.

            A felmérésemből kiderült, hogy lett volna kapacitás, be lehetett volna tartani a tervezett ütemet, amennyiben a program menedzsmentje megfelelően készítette volna elő a közbeszerzéseket, reálisan becsülte volna fel az árakat, leegyszerűsítette volna az eljárásokat és felkészítette volna a megyei hivatalokat az átvételre. De a téves menedzsment eredménye a tervezett ütem 5,8%-os megvalósítása, miközben a földmérő cégek kénytelenek más bevételi forrásokat keresni.
