Abstract

In cadastral surveying and clarification of proprietary rights, as in every other aspect of life, passing through precise information and communication is crucial. The topic of our presentation is built on the close connection of cadastral surveying and communication. We would like to make a brief presentation on the importance of communication on this professional field, and the consequences that result from the lack of it. We are going to study the technical specification “ Directions for the implementation of cadastral surveying” published in 1869, and Regulation nr. 1/ 2020, refering to the detailed cadastral surveying and land registration, which is in effect at the present.

In the past few years we have been working and collaborating with several municipalities, and now we tried to gather these experiences to support the crucial importance of communication in these fields. We analyzed the forms of communications on these settlements and came to the conclusion that due to the decisions of the mayor, in many times the communication and the information sharing and gathering differs from the prescribed regulations.

Az élet minden területén, így a kataszteri felmérések, tulajdonjogi tisztázások esetében is elengedhetetlen a pontos információközlés, kommunikáció. Előadásunk témája a kataszter és a kommunikáció kapcsolatára épült. Röviden bemutatni szeretnénk a kommunikáció fontosságát ezen a területen, illetve azokat a következményeket, melyeket ennek hiánya okozhat. Megvizsgáltuk  az 1869-ben publikált „Utasítás a katasteri felmérés végrehajtására” című műszaki előírást, illetve a ma érvényben levő részletes kataszteri felmérésekről és telekkönyvezésekről szóló 2020/1-es szabályzatot.

            Az elmúlt években számos település önkormányzatával dolgoztunk együtt és ezen munkafolyamatok tapasztalatait igyekeztünk összegyűjteni annak érdekében, hogy alá tudjuk támasztani a kommunikáció elengedhetetlenül fontos szerepét. Elemeztük a kommunikáció formáit ezeken a településeken  és megállapítottuk, hogy a helyi elöljáró döntése nyomán gyakran az előírtaktól  eltérően zajlott, zajlik a kataszteri felmérések alatt az információközlés  a helyi hatóság  részéről.
